users must use IE in the organization,
They are unable to open the assinged tickets it showing some errors

Without seeing the error, it most likely is Compatibility Mode. Having Compatibility Mode ON will completely distort the JIRA view, in 6.0 or later, and turn everything into vertical lists and make it unreadable.
The option, "Display intranet sites in Compatibility View" is enabled by default in IE. To disable it, simply open IE, click the Settings cog wheel icon on the right side, and choose Compatibility View Settings. Uncheck the checkbox, hit OK, close your browser and relaunch.
If that resolves your issue, you can set a network rule to disable this on all of your company machines, and then specifically add site domains to the list as needed.
