User set as admin cannot create Projects

Hi,

I've created a new user in Jira, assigned him to the administrators group. He can create users and invite users, but he can't create a New project.

Can someone please explain how to assign someone permissions to "create a new project"

Hi Susan,

In order to create a project within Atlassian OnDemand a user must have application access to all applications. This is because the project creation process creates a project in all applications. Check out the following documentation on managing application access for more information:
