User login issue after we reached the user limit

I’m able create the user, Jira is sending the Notification E-mail to change the password and user is able to change the password,
after that user is not able to see any functionality in JIRA. And login link is re appearing even though user is already logged in to JIRA, is user clicks the login link nothing is happening,
This is only happening after we crossed the 100 users in Jira. Before that everything was working fine. we renewed our license from 100 user to 400 still the same issue. I have checked all the Browsers.

Did you restart Jira after applying the license?
