We are trying to automate user creation.
For that we create an specific user in 'jira-administrators' group. Let's call him user-creator. We create a linked application in order to be able to send REST request. And finaly, we create a token validated by user-creator.
We are able to ask for creation request but an "Approval required" email is sent to our 'site-admins'
Is it possible to give suficient rights to user-creator in order to avoid this approval email ?
Note: With 'administrator' group, it is then same behaviour.
