I set an issue security level so that only current Reporter, current Assigne and jira-administrators can see the issue. When I want to change Assigne to another user in the project, User Searcher doesn't work and only shows me(jira-administrators), current Reporter and Assigne. I have browse user permission, too.
Is it bug?
I use JIRA 5.0 and I think this problem is related to https://jira.atlassian.com/browse/JRA-27396 which is fixed in 5.1.1. Ofcourse, I didn't test JIRA 5.1.1.
you have to check Assignable User permission too!!
