I want to be able to keep details about a project in Jira, such as the business sponsor, tech lead, dept code, dates for approvals, etc etc.
I was thinking of creating a special issue type to keep this information.
Each project should have only one issue of this type. Is there a way of enforcing that?
Can I set roles so only people who can create projects could create this issue type?
Any general thoughts to this approach?

(Yes I know about ProFields, I find it limited. Issues have more field types and are more flexible.)

Maybe you could achieve this with Issue security levels.
You could create a ticket with the project details and set the security level to "hide" it from whoever shouldn't have access to it.

Well looks like you can not limit who can create an issue based on issue type.
At least not without some javascript trickery. Which would mean "everyone" would see the issue type in the drop down list.
