Upload-addon asks for an URL?

I trying to install joggler (Toogl API). Wher do I find the URL which fits the plug-inn

What url are you looking for?  "fits the plug-in" doesn't tell us a lot.

I try to install Joggler as described in the install description of joggler:

3. Install add-on in JIRA (Server)

Note: You must have administrative rights to install an add-on.            

  • Open your Atlassian JIRA (Server) application and log in.
  • Navigate to the administration section. You may need to log in again (we're super secure).
  • Choose "Add-Ons", then navigate to "Manage Add-Ons" (the "Install" section in older versions).
  • Click the "Upload Add-On" link and upload this file.

and JIRA asks for an URL to upload. My questien is: What file? (JIRA ask for an URL)

It looks like you are using Cloud JIRA? Where you can't install this type of add-on, so there is no "upload add-on" option.
