Update for all users to receive notifications of own actions

There was a similar question on How can I configure my notification settings so that people aren't notified by their own actions? which outline the following ways to update the notification settings:

Individually: Profile > My changes > Notify Me

Globally 1:  Administration > Issues > User Settings > User Preferences

 Globally 2:  Administration > General Configuration

However, I can't find the setting under any of the administration tabs on JIRA v6.3.15

Is this setting still available, and if so, where?

Hi Kyle,

Select  > User Management > User Preferences and change User Default Settings.

Or thorough keyboard shortcut, just type g + g and enter User Preferences

Thanks! I couldn't find it through the "User Management" Page, but did find it under "Default User Preferences" in case anybody else is looking. Here are some screenshots http://imgur.com/a/aQXLF
