Unassigned swimlane not listed first/last

The JIRA setting to list the "unassigned" swimlane first/last is being ignored, and the board is instead listing it alphabetically above one of our team members.

We tried option 1 in the recommended solution (https://confluence.atlassian.com/jirakb/unassigned-issues-doesn-t-follow-the-swimlane-configuration-779158980.html), but we don't have a defined user named "Unassigned". 

Please assist with direction on how to fix.
