Unable to start standalone installation of Jira on windows - Unable to create lock file for jira.home directory

I'm using Jira 4.2.4 (have to as I'm replicating an existing setup for a client who's using this).

I installed Jira on Windows 7 today (not as a service), ran with no problem. Since I had to install a plugin I stopped Jira it from the start menu and started it again from the start menu.

It won't start since "Unable to create lock file for jira.home directory 'C:\Program Files (x86)\Atlassian\Application Data\JIRA'.

I tried running the script the shortcut points to as an administrator, won't run at all. I gave the shortcut full permissions, disabled access control. No joy.

BTW, there's no lock file in that location.

Any idea?

I changed the permissions on the directory (Application Data) to permit everything to everyone and that fixed it.

I changed all the permissions to be the same.
Example command line
sudo chown -R admin /Applications/atlassian-jira-4.4.3-standalone
