Unable to share a filter

When I go to Issues -> Manage filters, I see my list of private filters as expected.  I click on the ellipsis next to the filter I want to share and select "Edit filter details".  The screen pops up allowing me share this filter, however when I save the change it does not take effect and the filter remains private.  How do I resolve this?

Easy.  Click the add button for each criteria you wish to add.
