Unable to delete users from jira to meet license agreement

We are trying to delete old users that are no longer part of our team from Jira; but when we do the system will not let us delete the user saying that exists closed stories. Is there a simple way to delete these users from Jira to prevent violating our license?

To expand a bit on the above answer, all content in JIRA needs to be associated with a user. You can track down every bit of data the user ever created in JIRA and re-assign it or you can just remove the user from all groups (If you are using Atlassian OnDemand, you will need to remove their application access as well...all of this is under admin, users). Users that do not belong to any groups (and don't have application access if OnDemand) will not be able to login to the system and will not count against your license. This method is quick and easy. Once you have done this, if you want to bulk edit over issues (for example, a situation where a new person took over a role in your company) you can still do so without any problems.

Hi Blaine, I found this documentation. You can check here it has a phrase in the end 'Disabled users do not count towards your licence, but will remain in the system.'
