Unable to delete user

I am attempting to delete a user, but I am getting an error message that they are the reporter of an issue.  The problem is that this issue was deleted already, it appears to be hanging on in the DB somewhere. 

EDIT: there appear to be several issues with this same problem they are searchable, but contain the same error message when clicked on for details.

Perhaps a JIRA reindex and a Integrity checker can help?

Also, it's always recommended to Deactivate a user that has created content instead of deleting the user:
