I just tried to reassign a license to a new user (removed a user that no longer uses the system), but now when I try to add the new person to the users group I get:
Adding the user to the groups you have selected will grant the 'JIRA Users' permission to the user in JIRA. This will exceed the number of users allowed to use JIRA under your license. Please reduce the number of users with the 'JIRA Users', 'JIRA Administrators' or 'JIRA System Administrators' global permissions or consider upgrading your license.
In gloabal users I have a total of 11 users (including sysadmin which should not count against my 10 person limit), but I am not able to add the 11th user to the Users group.
Please help!

As per the ticket, we are processing a workaround that should be completed today; you can watch that ticket to stay up to date on any progress.

You seem to be saying that you've got 10 (non-Atlassian-admin) users in the system and you're trying to add an 11th. As your licence is for 10, you're getting the right error message.
I suspect you've not removed the user you really want to remove fully enough so it's still taking a seat. Have you removed them from ALL the groups you have?

Sorry for not being clear. I have 11 but one is not in the users group. I'm trying to add that one user into the users group so they can log in. So that is 10 non-atlassian accounts. I did have 10 company users in the "users" group then I deleted one of those and added a new # 10. The system just won't let me add a new 10th person to the users group.

If the user belongs to sysadmin or admin group he will count as an user even if not inside the jira-users group.

Licensing fees are quoted per number of 'active users'. An active user in JIRA is by definition any user account in the system with the "JIRA Users" global permission, i.e. anyone who can log in. Unlimited 'anonymous users' are permitted on all licenses.

Thanks for the response, but in Global Users I only have 11 total users in the system (including the "sysadmin" user which shouldn't count against my 10, right?). Based on that I should be able to have all of those users in the users group, right?
