Two of my users cannot perform Smart Commits for Stash

I am having trouble with Smart Commits for Stash with 2 users.  I have several users that are successful using the feature but there are 2 user that are consistently getting the following according to the log:
The user MYUSER has no permissions to access one of the issues [CTR-1]

MYUSER is the Project Lead, and an Administrator on the CTR Jira project.

Until late yesterday we thought that this problem stemmed from the fact that there where 4 LDAP accounts with the email address myuser@uncg.edu.  We have since modified our config and are filtering the LDAP so as to only see the real MYUSER account in LDAP so that JIRA and Stash only see the one account with the myuser@uncg.edu email address.

We are still having the issue.

I think we have figured this out.

In addition to placing the filter on LDAP so that Jira/Stash only see the one true user with the email address being used in Git, we needed to break and recreate the Application Links between Jira and Stash and then resync the user directories.

 In addition to directory caching it seems that their may be caching of interactions between the servers as they interact via the application links.
