Trying to import a workflow from my local

This question is in reference to Atlassian Documentation: Sharing your workflow

Trying to import a workflow from a different JIRA site. Have the file saved to my local however when I go to Workflows I only have the option to "add" or "Import from Marketplace". I'm not seeing an "Import" option. Is this option not available for Cloud?

I can confirm this is not avaliable in Cloud.
