Transition button on current issues are not showing after updating their workflow

I updated a workflow with a new transition where I could move an issue from In Progress back to Open.  This allows me to move the issue back if we decide not to owrk on it right now, minimizing my WIP.  This is a workflow that all projects are using for Stories and Tasks.  After publishing the changes, I went back to a project and selected an issue that was In Progress.  I did not see the transition button on the screen.  If I can modify a workflow mid-project, how can I get that tranistion to show on the issues alongside the other transition that are related?

Do you have any conditions set on the new transition? It is possible to create a condition so that a transition button will only appear if that condition is fulfilled.
