One of our development goals is to cut down on the reopen rates of tickets (typically done by QA). Are there any ways of reporting on this information in Jira? Some kind of dashboard rate that shows the number of reopens by build, or reopens over time?
You have to search for yourself whether your functionality exist on a plugin itself or not. If not, you will have to build one yourself. You can have a look at JIRA Suite Utilities that has a issue tab panel which is similar to what you are looking for.
