Is there a way I can track who re-enabled permissions ?

If you enable the admin audit logging, then yes, JIRA will log all changes to permissions and projects.

It is active logging though - if it's not turned on when changes are made, it cannot trap and log the events.

thank you, Nic. Could you please advise how I can enable the admin audit logging ?

I can never remember my way around the admin menus properly, so try Administration -> press gg for admin search -> type in audit That should get you to it.
