To change how many buttons are displayed in the Issue

To change the buttons are displayed un the issue , I have to edit the file jira-config.properties. But my problem I don't find this file in my jira home directory. I sue the jira 4.4.1.

It's normal and how I do to have it ?

Are you trying to change the order of the buttons, or hide the buttons?  You can reorder them in the properties of the transition, and you can hide it with the hide transition condition

I'm no expert, but I've seen other posts where the answer is to create it empty if it is not found and start building from there.
