Timekeeping - 2 ways to do it?

We're running Tempo - but there seem to be 2 different ways to log time to a JIRA issue.

If you use the More / Log Work you get one screen to enter time. You can modify the estimate a number of different ways. This shows up - per user - in the Tempo section of an issue.

If you use "t" or "Log Work" button in the Tempo section, you get a different screen to enter time. It doesn't record the time the entry was started (just the date the work was logged), and you only get 1 way to modify an estimate.

What gives?
