It is possible to set the am/pm in Time Tracking field?

In time tracking fields (original estimate, remaining estimate) you enter duration of time (1h, 2d, 1w) and not the time (7AM or 10AM).

So, the answer to your question is No, we cant.

If you want to track time when the task is to be completed, then you can make use of Due date field but again Due date is a date you cannot go up to time in a day
