I have a help-desk email account that is forwarding emails to our Atlassian JIRA help-desk. For the most part tickets are showing up with no issues. This morning I had a user send me 8 emails with different issues but I only see 3 tickets created. I checked our exchange server and the emails are being sent out. How do I know if there is a problem getting emails on Jira's side?

Were these issues supposed to be created in the same project? If not, the reporter (either who sent the emails or the default reporter in the email handler) may not have permission to create issues in the project. I advise you to check that.
As for knowing if the emails are getting to JIRA's side, only support can tell you that. If you can't figure out what is happening, please open a support request at support.atlassian.com (choosing Cloud).
