Tickets auto-assignee based on fix version's author

Is there any way to tweak the workflow in Jira and make the auto assignee for newly created tickets on a fix version author?

Can you explain what is a "fix version author" ???

Probably easiest is to use e (very simple) script using Scriptrunner, but do not know if this plugin is available at your side

"fix version author" is the person who created the fix version (release) in a specific project. 

The problem is how to auto assignee new tickets for a person who created the release. 

Also, I hope it's can be done in internal project settings.

I think Jira does not store the person who created a version (except in the audit logging). So I will be difficult to use such info.
