There is no renewal option for Jira, Jira Agile or Service Desk

There doesn't seem to be a clear description of the renewal options for JIRA Server. It appears that a new license has to be purchased. Is this really the case? Considering the already high renewal cost this seems punitive to existing customers.

No. If you have an existing license, you can upgrade now. Upgrade to JIRA core, if you do not have JIRA Agile or to JIRA Software if you have JIRA Agile. It won't cost you anything.

Next renewal might cost you a bit different (compared to previous renewals) based on the usage at that time.

This does not appear to be the case, when I click renew link at my.atlassian.com for our JIRA Server license the only option I have it JIRA Software and all that I need is JIRA Core.

Upgrade link leads to JIRA Software with next user tear selected and not JIRA Core as an option. 

So how does one renew existing JIRA Server to JIRA Core?
