There doesn't seem to be a clear description of the renewal options for JIRA Server. It appears that a new license has to be purchased. Is this really the case? Considering the already high renewal cost this seems punitive to existing customers.

This does not appear to be the case, when I click renew link at my.atlassian.com for our JIRA Server license the only option I have it JIRA Software and all that I need is JIRA Core.
Upgrade link leads to JIRA Software with next user tear selected and not JIRA Core as an option.
So how does one renew existing JIRA Server to JIRA Core?
