Could you explain a little more what you mean? Just reading the question, I'm inclined to say no. You can configure different workflows for issue types within different projects, but the project itself doesn't have a workflow.

No. Workflows are for issues (and can be different based on the issue type and/or project they belong to). Task is just one of the issuetype. There might be more like Bug, Enhancement etc. Hope that clarifies.

You can have one or more workflows for the project, and you can choose which workflow each issue type will use. You can refer to Configuring Workflow for further information.
