The sub-task template creation shows not up under a project by some users. Any ideas?

Alright, it comes from the Quick Subtasks for JIRA plugin. Please check the user permissions for this plugin in subtask templates from the JIRA Administration.
Are you a JIRA Administrator and the other users Project Administrator alone?

I've upgrade the Quick Subtasks for JIRA plugin from 4.2.0 to 4.3.0 and it now working well

The issue has been fixed in hotfix release 4.2.1 (https://bitbucket.org/hascode/jira-quick-subtasks/issues?milestone=4.2.1)
