The reporter (customer) doesn't get e-mail notifications from Service Desk

We are testing the Service Desk project. We followed the instructions we found in a document from Atlassian and everything was clear. Here are the steps we followed and completed (for the e-mail notifications): 

  • Menu: E-mail requests
    • We entered our helpdesk e-mailadres.
  • Menu: Customer notifications
    • Enabled a couple of notifications.
    • Also changed the 'To' to Reporter.
  • Menu: Notifications
    • Here we've set e-mail to our helpdesk mail account.

After all these configurations, the customers still don't get e-mail notifications.. Please help :)

Reporters do not get notifications.

But why not? why is it possible to set up the reporter as receiver for the notifications?

Now if the issue is created, the reporter doesn't get a notification. Not only if the issue is created, also when a public comment is added to a Request, there is no notification for the reporter..

So my question now is, why can't a reporter get a notification? It looks like there are settings to set it up?
