I see you put in a ticket with the Cloud team and they identified a known issue with Tempo where the Time Tracking provider is automatically changed back to JIRA's.
The Cloud Engineer changed the provider back to Tempo Timesheet for your instance, and the Time tracking options should now available.
If you're good to go please let the Cloud Engineers know by marking the Support ticket as Accept Resolution to close the ticket or ping them and let them know they can close it.
