Team Velocity Gadget only shows CURRENT Velocity...not CURRRENT AVERAGE Velocity.

The gadget description says it calculates CURRENT AVG velocity.

Is this gadget broken or is there a different gadget available?

I would like to know a little more details from your question.
What is the difference between Current Velocity and Current Average Velocity.?

Velocity = is the average of the previous (4 or 5) completed sprint velocity.
