I have an issue that was assigned but not completed in a past Sprint.

I now want to assign this issue to a new Sprint. I can do this, however, the Roadmap will not allow me to slide this issue into the new Sprint. The issue remains fixed in the previous Sprint on the Roadmap.

(I realize the issue carries with it history about its interaction with the previous sprint e.g story point load on the first sprint, etc).

What is the best course of action to show this issue on the Roadmap within the upcoming Sprint?

Welcome to the Community!!

Logically speaking Issue can reside in one active sprint in the team-managed project.

Now that you have closed one sprint, you need to move the unresolved issues to a new sprint 

By that, you should see the issue already moved in the roadmap as well

You can't change the sprint in basic roadmap view, navigate to each particular issue and then change the sprint. Note you can only add the Sprint which is either active or in the future.
