System dashboard with login not showing for logged out users

For users who are not logged in they do not see the system dashboard and are not prompted to login. I have searched the answers on this site and nothing is helping me. I have compare settings to versions of JIRA that have the dashboard visable... I am stuck.

0 users see the dashboard when logging in. All users just go to the log in link in upper right corner.

Jon, Some users are able to log in normally and others can't even see the system dashboard to log in ?
