Synchronizing JIRA Databases

I'm synchronizing 2 instances of jira. I've already synced teh HOME Directory, which works fine (all attachments and plugins get transfered to the other JIRA instance). However when i try syncing the Databases and start JIRA, it starts off as a new installation.

Why arent the issues getting transferred, I checked the databases and they match exactly..

I realized that DB Team had synced the wrong user names :P

I use Oracle 11g. I synced the databases using Navicat for Oracle.

What database do you use? How do you synchronize the databases?
