If that user really really does not want to receive any notifications at all (as in nothing), update the account's email address to something else.

A lot of places implement a "null" email address so that systems simply bin anything sent to it.  You should use something like that to avoid errors in logs if you're going to go with using a different email address.

You can't do this really, what you need to do is rewrite your notification scheme, or the user's groups/roles in such a way that they no longer match the rules that send them the emails.
