Looking at the subtasks section of a ticket, I see no way to reorder them. No arrows or anything; the view doesn't seem to match screenshots I've seen that do have such arrows. Is there a config option that might've affected this? I don't recall seeing any documentation that this functionality was removed.
The links are actually there, but it seems a recent update has done something to the display. If you hover over where they should be, you'll see your cursor recognize the link, and should see the 'move up' or 'move down' text. You can check out the bug report for updates as well.
