Start plugins with CLI

I currently get the following when I open JIRA (Using 5.2). How do I start those plugins?

You cannot access JIRA at present. Look at the table below to identify the reasons

What does your log say? Try clearing your JIRA_HOME/plugins/.osgi-plugins and .bundled-plugins before starting JIRA.
