Before creating a support ticket, you should verify that the correct users in your JIRA instance have access to at least one JIRA Application. In JIRA Cloud, you can do this by navigating to Site Administration > User Management > Application Access. You'll be able to see which users have access to different applications. You can click the "Application access configuration" button to see which groups have access to JIRA.
