I was able to see that you are part of the correct groups to access all administration menus in Jira.

Thank you for sharing the ticket. In that case, the customer was not added to the administrators’ group, so we can try to do the same, or even if you are already added, you can remove and add yourself again.
Please, go to > Administration > Users and confirm if you are part of all administrators group.
Also, on the left sidebar, click on Product access > Administration access and confirm if the groups are added there as well. If it's not, then just add the groups.
