Should I separate 1 Scrum Team to 1 Scrum team and 1 Kanban team?

We are migrating from Jira server to Jira Cloud in a few weeks.  This is a very good time for me to setup 1 of our software team appropriately.

I have a Scrum team that works on the same medical device product but 4 developers in the team work on low level embedded development and 3 other developers work on application development of the product. 

The low level embedded development team has a lot of unknown and we can't accurately story point our issues and there are a lot of new issues that come up that they need to work on. So, the concept of being able to complete issues that we committed at the start of the sprint is really hard. We also need to bring in new issues to the sprint.

On Jira cloud, do I need to create two projects for the same product? One project for low level embedded team and the other for application development team.

Any suggestions?

Can I combine the two team velocity during the same period of time?
