Is it possible to create a button - shortcut, that will pop up a screen to create linked issue of specific link type and issuetype?

Yes. You can place the button under the issue operations or on designated areas in JIRA using the web fragments and then implement a webwork action that ties into the button. You will need some plugin development experience to pull it off.
