As you're running the latest JIRA/Service Desk version, I'm afraid that you are running trough the following bug where I'd suggest you to raise a ticket under https://support.atlassian.com (Cloud Project) asking if you are really being affected by that:
I have the same problem. Just upgraded to the latest jira-core (7.04) and service-desk (3.04) on my server. The translation-add-on for service-desk and jira-core are up-to-date.
The system default-language is German. But the first automatic email-response to the customer is always in English "We've received your request and a Support for...". All other e-mails are in the correct language.
Is there a way to change manually the first response-message?
