Service Desk Data Center 3.0

I need around 250 agents for Service Desk, resolving incidents for about 30,000 users, so I'd like to use Data Center.

What licences must I get? Is it necessary to buy Service Desk 3.0 (one-time payment) and make an additional annual payment according to the number of my agents?
