We'd like to have the creation of P0 (a.k.a. page-worthy) tickets send an email alert to our pagerduty service to notify the on-call engineer. We'd rather not create a fake user who would be "watching" unless this can be avoided, and of course, we'd rather not get paged on all issue creation, but rather just on very high urgency ones.
