A project in jira has security level, but two person within this schem(admins of this project) create a issue for each other and other people see this issue in project!!
Where is Problem??
How do I resolve it?

Is the security level set for the created issue? It is not enough to create a security level. You need to define users which can see issue for the security level and you should explicitly set the security level for the issue. If the security level is default for the project then it will be set automatically
All that you said has been defined and applied. And this security scheme has been running for a long time. But by creating issue by its project manager, it has been seen by all members in project.

Your security scheme is wrong, or not applied to the project, or your users are not setting a security level, or their groups/roles allow them to see the issues.

When they(Project member) create their own issue, their own project members can not see anyone, except anyone in the security scheme.
But when issue is created by the Manager of the project, it can be displayed to all users (even those who are not in the security scheme)... :(

So they're not setting a security level on it. Or the security level they are choosing says "let other people see it"
