For any Issue/Ticket of Service or Change , whether the user or customer can view the Issue or Similar type of Issue in the Knowledge base, please note we have license only for Service Desk.

Not sure what the actual question is but the KB (knowledge base) is a single confluence space linked to service desk. You can link multiple service desk to a single space, but not the other way around. So it's not by issue type, it's by service desk.
