What do you mean by "Scrum capacity planning"? For example is it one of these:
- Using the team's historical velocity, plan how much the team might finish in future sprints
- Using the team's people availability (e.g. days and hours available for a future sprint's timeframe), plan how team capacity may impact the value delivered
With out-of-the-box features, a team can do #1 using the velocity report to decide how to plan upcoming sprints.
There is nothing built-in to support approach #2, which is usually okay: teams can discuss at planning what is possible/likely based on current conditions, including who's available during the sprint.
