ScriptRunner for JIRA by Adaptavist for JIRA Server 7.0.0 - 7.1.0

If we have JIRA & with 500 user license. Can we purchase the Script Runner plugin or Admins only? Do we just buy the 10 user license? Is the JIRA script runner plugin included in our license? JIRA 7
We are looking for the Copy project script that used to be in a plugin called script runner. It now shows as Adaptivist plugin.
Is there a Copy project function in JIRA 7? Any supported plugins free, included or pay?

Since we have a JIRA license for 500. How do we use the plugin for only Admins?? Does the plugin itself limit to 10 if you buy a 10users package?

When you copy project function, what do you mean? Can you elaborate what are you trying to accomplish?

It's a standard JIRA add-on, so it has to match your JIRA licence (500 users), and it's purchased through the marketplace.
