Do I have the ability to create Start Dates for Scheduled Tasks?
I would suggest a custom StartDate field with an additional status ("Not Started"), then you could use a jelly script to update the status to "Open" when the StartDate is reached.
You could even add an userpicker field to store the future assignee and leave the issue unassigned and the assign it at the StartDate.
