Scaled Agile Framework in Jira?

I have been looking at implementing SAFe in JIRA. I am trying to wrap my head around how the JIRA projects are configured. I have reviewed this blog - https://blogs.atlassian.com/2013/12/scaling-agile-enterprise-safe-jira-agile/along with others. Am I to understand that protfolio, program, and team are configured all within the same JIRA project? It seems this is the ony way to get a single backlog at the program level and to get the sprints, stories, and task to roll back up.
